For the most part, Egypts economy was based firmly on grain, and a massive bureaucracy existed to manage it all. There were many other goods, of course, including the odd gold or silver, but grain was both food and generally accepted barter. It was a centrally-administered economy, in that goods were supposed to be delivered to the temple for redistribution, but if human nature today is any indication, there almost had to be a black market. The Biblical story of Joseph and the seven lean years was probably a mythological explanation for a common Egyptian practice that was by then well known throughout the ancient world.

The economy was centralized, but it had to be so in Egypt, as the only source of rich soil and water was the common resource of the Nile. That river floods every year, and during the flood months nothing could be grown, so central distribution kept the populace alive until the fields dried out and the boundaries restored so the growing season could commence. Everything about Egypts agriculture was administered by the bureaucracy. Fields has to be laid out again (which gave the Egyptians a formidable command of basic geometry), labor had to be provided and allocated, water had to be brought from the river, sometimes over considerable distance, fields had to be regularly watered, grain and other produce had to be harvested and threshed, and so forth. Plus, public works such as rebuilding the water canals had to be built and maintained.
